The French representative would meet Mister Silhamoni at the airport in Paris, and would greet him in French. His translator would speak on his behalf to the Cambodian.

This tends to be how anarchy runs: the weak are devoured by the strong. While the French nation would of course see it...essential to move into Mexico and assist in forming a free government, in this particular scenario that would imply we intend to assist the whole world in establishing a stable government, which would simply be impossible for two, three, and even four nations to do!"
