"Haha, so funny. Will you draft up this charter or will someone else? I will do it if no one else volunteers to do so."

Interesting, maybe he's just taken a short break from the RP.

[OOC: Sorry about that. On a side note, will we RP the charter, or actually write one out IRL?] So, like I said before, I hope someone will draft up our nuclear weapons charter! I believe a 3/4 majority shall be enough to approve it. Who would like to write it up? I will do it as a last resort, since I have a lot on my plate at the moment.

Ukraine simply does not have the time to write up a nuclear weapons charter at the time, we are still involved with RUSSIA and have plenty of domestic issues to sort out

"India would be happy to, but I believe that since it was France's idea, I believe they should write the charter." [OOC: We're using a thirty day inactivity rule, right? SATO and the NRC have been awfully quiet.]

"Hello, I'm sorry to be late. The power and communication in my country was completely shutdown for the past several months and we have been working day and night to get it online. We suspect deez nuts to be behind this. We got it online a week ago and I flew out immediately."

"You are certainly a prodigy! Very few can fly planes these days, and for a President... And such a long distance... You know, we can always s escort you via ship. It's no use endangering yourself when there is no need. Shame about your power and communications being down. Barely anybody in India has electricity anyway, and only the very few elite have ever seen the fabled telephone, so it isn't a problem for us. That being said, you are evidently fairly advanced. We should begin talks regarding trade. Anyway, I assume you are familiar with the purpose of this meeting. Would you, perhaps, be interested in writing a charter?" [OOC: Post 100.]

We here in Ukraine would love to learn about the flight technology the NRC has! Ukraine is always looking for ways to progress.

"The Presidential Office of India is installing a telephone, as are each of the capital buildings of the Raashtroon. These once-commonplace items now should be used for communication between our nations. Electricity is on the rise, as it becomes available to the middle classes. By the end of this year we expect 7 new power plants to be built, 2 of these nuclear, 1 of them solar powered."

"China has been progressing with technology, following India's lead of installing a telephone in our capital of Beijing in governmental buildings. We have nuclear and solar power plants being built by the end of this year/beginning of next year and electricity will be available all across China by the end of 1953."

The Indian representative stands up, as if to leave, "While I highly support the foundation of this organization, I have other matters to attend to, particularly the negotiations with Sri Lanka. Will someone draft a charter, because I'm afraid I can't afford to spend too much time here in your pleasant company."

Among the issues addressed in this charter will be a nuclear weapons ban. Wouldn't it be reasonable if we extended this ban to prohibit chemical and biological weapons? These can cause great suffering, as any survivor of the trenches of World War I can attest to. Here is another issue that I believe has not been discussed sufficiently: conflict over annexations of territory. If two nations each believe they have a legitimate claim to the land in question, the AN should certainly have an effective way to resolve the issue.
[OOC: If one establishes a small colony or a trading outpost, does this count as an annexation, a protectorate, or neither?]

[OOC: I believe it would be an annexation, but let's check with peter.]
"In a perfect world, the conflicts would first attempt to be solved diplomatically then a battle. Would we include this in the charter?"

That should be fairly obvious, but also very important. We don't want WWIV, WWV, WWVI, etc.
